Council Members

The McKinney City Council has seven members. Four council members are elected to single-member districts; two council members and the mayor are elected at large. Each council member term is four years.

Bill Cox

Bill Cox was elected Mayor of McKinney in June 2025. He is a Principal in the McKinney-based Carey Cox Company, a commercial real estate firm specializing in Collin County.

Mayor Cox has received the McKinney Chamber of Commerce's Carey Cox Citizen of the Year award, which is especially meaningful since it was named after his father. The Collin County Area Realtors have also honored him with the Realtor of the Year Award and Distinguished Service Award.

Mayor Cox is the recipient of his profession’s highest honor, the North Texas Commercial Association of Realtors (NTCAR) Stemmons Service Award. This award goes to a member of NTCAR who best exemplifies the highest standards of a commercial broker, along with a demonstrated commitment to professional and community involvement.

Mayor Cox is an engaged member of the McKinney community, currently serving on the Collin College Foundation Board of Directors. His past leadership roles include Chairman of the McKinney Chamber of Commerce Board, President of the Rotary Club of McKinney, and Chairman of McKinney’s Planning and Zoning Commission. He has also held board positions with Texas Realtors, Collin County Area Realtors, and the Society of Industrial and Office Realtors. In addition, he co-chaired successful bond initiatives for both the City of McKinney and Collin College.

Mayor Cox is a graduate of McKinney High School and the University of Texas at Austin.

Geré Feltus

Dr. Geré Feltus was elected as the City Council member representing District 3 in 2021 and re-elected in 2025. She currently serves as Mayor Pro Tem.

Council member Feltus is a Board-Certified Family Physician. A native of Dallas, Council member Feltus graduated from Duncanville High School in 1997. She received her Bachelor of Arts degree in Biology from Austin College in 2001, her Medical Degree from Wake Forest University in 2006. She completed her residency in Family and Community Medicine at the University of Maryland in Baltimore in 2009. Following residency, she returned home to Texas to serve as the Medical Director of the Mesquite Employee Health Center and the supervising physician for the Mesquite Community Health Center.

During her medical training, Council member Feltus developed a special interest in community outreach and promoting healthy lifestyles, particularly in faith-based settings. She has partnered with local churches to develop programs that target the prevention of cardiovascular disease, obesity, diabetes, and mental health disorders. Additionally, she has served as a board member for the American Heart Association and as a volunteer mentoring middle and high school students through CityChurch McKinney.

Council member Feltus is an active citizen of McKinney where she has served on the Board of Directors for the McKinney Economic Development Corporation, the Children's Advocacy Center of Collin County Board of Directors, the Advisory Council for McKinney Police Chief, Greg Conley, and the Collin College Law Enforcement Academy Advisory Board. She is a proud alumna of the Chamber of Commerce Leadership McKinney Class of 2020 and a member of One Community Church. 

Council member Feltus is the proud mother of two girls, Ryleigh and Zoe.

Justin Beller

Justin Beller was elected as the City Council member representing District 1 in 2021 and re-elected in 2025.

Council member Beller is a native Arkansan that has lived and worked in Collin County since 2005. He is a sixth-generation community banker and currently works for Shamrock Bank. He has a B.A. and M.B.A. from Harding University and attended the Graduate School of Banking at SMU.

Council member Beller actively volunteers in McKinney. He is an alumnus of the Leadership McKinney program and has served on many nonprofit and city boards including Holy Family School, the McKinney Housing Authority, and the Chamber of Commerce. He also volunteers as a mentor for youth in our community.

Council member Beller and his wife Amanda, a high school art teacher in Lovejoy ISD, have two daughters, Lane and Caroline. The family are members at the First United Methodist Church and enjoy traveling together.

Patrick Cloutier

Patrick Cloutier was elected to City Council in 2022 as an At Large member and re-elected to represent District 2 in 2023.

Council member Cloutier grew up on various Army bases until his family moved to Texas in 1974. He graduated from Duncanville High School and earned a Bachelor of Business Administration degree in Finance from the University of North Texas, Denton.

Council member Cloutier is a Financial Advisor and opened Legacy Planning Group just off McKinney square in 1998. Since 2012, he has served on several city and nonprofit boards. He is a proud graduate of the 2013 Leadership McKinney class and was named Leadership Alumnus of the Year in 2021. 

Council member Cloutier and his wife, Vonda, love hiking and spending time with their three daughters and three granddaughters.

Rick Franklin

Rick Franklin was elected as the City Council member representing District 4 in 2019 and re-elected in 2023.

Council member Franklin is a graduate of Southern Methodist University. A McKinney resident since 1963, Franklin and his wife, Tanya, raised four children in the community.

Council member Franklin is a Commercial Real Estate Broker with over 35 years of experience. Before his election to Council, Franklin served on the following boards:

Ernest Lynch

Ernest Lynch was elected to City Council in 2025 as an At Large member.

Council member Lynch brings 38 years of distinguished service in healthcare administration and a deep commitment to the McKinney community. He spent 23 years at Medical City McKinney, serving as CEO for over two decades, where he led major expansions in patient care, strengthened partnerships with first responders, and guided the hospital through the challenges of the pandemic with compassion and steady leadership. 

Council member Lynch’s impact extends beyond healthcare. He has held key leadership roles in McKinney, including Chairman of the McKinney Economic Development Corporation and the McKinney Chamber of Commerce. He has also served on the boards of the DFW Hospital Council, McKinney Education Foundation, and Family Health Services of Texas.

Council member Lynch believes that proven leadership, financial expertise, and a commitment to responsible growth, public safety, and policies that support families, businesses, and the health of the community will contribute to McKinney's success.

Michael Jones

Michael Jones was elected to City Council in 2023 as an At Large member.

Council member Jones received his Bachelor of Business Administration in Finance in 2005 from the University of North Texas and his Master’s in Business Administration from the University of Dallas in 2014.

Council member Jones started his career at GE Capital as an auditor, traveling the U.S. and obtaining real-world experience evaluating corporate financial statements. He then managed a GE wholesale finance portfolio of over $150 million before moving to sales, where he used his training to develop relationships across the U.S. Working with people of diverse backgrounds, he understands different viewpoints and is willing to work with others to better the community. Throughout his time at GE, Council member Jones received extensive training in customer service, leadership, management, and budgeting. He is also Six Sigma Lean Certified, which helps him identify opportunities to improve outdated processes and curb wasteful spending.

Currently, Council member Jones is the Commercial Banking Director for b1Bank, leading a team of commercial lenders and portfolio managers. He works with a variety of businesses, providing them with the necessary funding and treasury management to aid them in a successful future. Council member Jones is committed to helping businesses with their operational needs.

While working for the bank, he served as Chairman of the McKinney Economic Development Corporation Board. He is the first African American chairman of the board. During his tenure, he served on the Development Committee, which focuses on making it easier for people to do business in McKinney, Kiwanis Club of McKinney, Junior Achievement of Greater Dallas, and Homes4Heroes. He is also a 2018 graduate of Leadership McKinney, which provides leadership training and an awareness of the McKinney community. Council member Jones was recently appointed as one of the first board members of One Heart McKinney, a charity organization that maximizes well-being in daily life and aids in the response and recovery efforts of community crises. He is also on the Hugs Café Board, which employs adults with intellectual and developmental disabilities in a café setting.

City Council Goal 1: Direction for Strategic & Economic Growth

  • 1.1: Provide a strong economy by creating a Global Housing Strategy and facilitating a balance between industrial, commercial, residential, and open space.
  • 1.2: Continue to develop a retail development strategy for key areas of the community to further diversify revenue sources and expand entertainment, dining and shopping options and tourism to become a "Live, Work, & Play" community.
  • 1.3: Maximize existing partnerships with McKinney Economic Development Corporation (MEDC) and McKinney Community Development Corporation (MCDC).
  • 1.4: Increase community involvement and participation within local government / community.

City Council Goal 2: Operational Excellence

  • 2.1: Balance available resources to accommodate the growth and maintenance needs of the city. 
  • 2.2: Continuously provide a high level of customer service to our citizens.  
  • 2.3: Through the use of dashboards, performance management tools and new technologies, identify opportunities for internal efficiencies and continuous improvement to foster and reinforce a high-performing organizational culture.
  • 2.4: Implement performance management practices that include developing and training staff and Board and Commission members and schedule joint City Council and Boards and Commissions meetings to encourage alignment with City Goals & Priorities.
  • 2.5: Implement “Smart Cities” approach and digital technologies in the City’s operations in support of achieving operational excellence.

City Council Goal 3: Maximize the Development Potential of McKinney National Airport

  • 3.1: Implement initiatives and strategies, including public-private partnerships, to attract and expand corporate and commercial aviation including the viability of passenger service.
  • 3.2: Identify and implement land use regulations and policies that preserve and expand long-term operational excellence.
  • 3.3: Improve communication and marketing to show the value of the McKinney National Airport to the city and region.
  • 3.4: Continually maintain national recognition for excellence in Airport and Fixed Base Operations.

City Council Goal 4: Financially Sound Government

  • 4.1: Pursue and maintain a AAA Bond Rating with Standard & Poor’s (S&P) and Moody’s.
  • 4.2: Provide funding and organizational framework to ensure continual economic improvements.
  • 4.3: Balance resources generated by property taxes, sales taxes, hotel occupancy tax and fees.
  • 4.4: Create financial plans for future growth and future maintenance.

  • 5.1: Create affordable recreational and cultural arts activities for all ages throughout the city.
  • 5.2: Promote reinvestment activities and ordinance changes in Historic Downtown McKinney that balance preservation of historic character and current market needs.  
  • 5.3: Develop sustainable quality-of-life improvements within the City of McKinney.
