MTA New York City Transit Canarsie Tunnel Project Supplemental Environmental Assessment and Section 4(f) Review
The Federal Transit Administration (FTA) & The Metropolitan Transportation Authority/ New York City Transit (MTA NYCT) have prepared a Supplemental Environmental Assessment (SEA) and Section 4(f) Review for the Canarsie Tunnel Project. The proposed project will require full-time, double-track closure of the Canarsie Tunnel under the East River between Manhattan and Brooklyn for 15 months to fully repair damage caused by Hurricane Sandy. The MTA has developed a proposed Alternative Service Plan (ASP) to provide temporary transportation alternatives to line rail service during the tunnel closure. The proposed ASP includes temporary bus, ferry, bicycle, pedestrian and subway service enhancements. The SEA and Section 4(f) Review presents analysis of the potential impacts of the Canarsie Tunnel ASP.
This SEA and Section 4(f) Review was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969; Section 106 of the National Historic Preservation Act of 1966; Section 4(f) of the U.S. Department of Transportation (USDOT) Act of 1966; and all applicable regulations including Council on Environmental Quality regulations at 40 CFR 1506.6; FTA regulations under 23 CFR 771.119(d); Executive Order 12898 on Environmental Justice; Executive Order 11988 on Floodplain Management; and USDOT Order 5650.2 on Floodplain Management and Protection.

The official public review period for the SEA is from July 20, 2018 to August 19, 2018
Following the close of the comment period, FTA will review the comments and responses, and make a formal NEPA determination for the project. Public comments postmarked by August 19, 2018 will be made part of the SEA record and reflected in the FTA’s final NEPA determination.
