The control exerted by the Soviet ruling group is only partial and no clear dividing line exists between the social groups, though they exist nonetheless. Consequently, the relations between social groups are at a higher level of contradiction than under capitalism. The stability of the regime is thereby limited and the class relation can express itself only in a political form.
