JCC's Warren Center was established in 1987 as the result of a contractual arrangement between the Warren-Forest Higher Education Council and JCC for the provision of post-secondary educational opportunities in the rural Forest and Warren counties. As a New York institution, JCC had to apply for a foreign license to operate in Pennsylvania. The license was granted and classes began fall 1987.
JCC is authorized by the Pennsylvania Department of Education to offer two degrees in their entirety at the Warren Center: Associate in Science Business-Business Administration and Associate in Arts Liberal Arts and Sciences: Social Sciences.
Classes in Warren are designed to meet all students needs with flexible schedules that include daytime, evening, and weekend programming. In July 1994, the council moved its offices from a fragmented operation on Market St. to the current location in North Warren.
The council leases an entire wing on the second floor of the Curwen building which contains a student lounge, employee lunch area, conference room, computer labs, several classrooms (two which are equipped with distance learning technology), and administrative offices. The center is considered a "full service" site providing the following:
- Academic and career counseling, registration services, financial aid and scholarship information, placement testing, job search assistance, tutorial support services, book sales, admission information, and
- Credit classes, community offerings and customized job training for business and industry.
