Ruth U. Keeton, 78, a Columbia community activist and former chairwoman of the Howard County Council, died Dec. 14 at her home in Columbia. She had suffered from Alzheimer's disease for at least eight years, and earlier this month, she had a stroke.
She served for 15 years on the council, resigning in 1989 after the onset of Alzheimer's.
With her family, she settled in Columbia in 1969, shortly after the founding of the new community on what had been farmland midway between Washington and Baltimore. In her years on the council, Mrs. Keeton was known as an enthusiastic environmentalist and a primary proponent of the campaign to preserve the farmland surrounding her new home. …
