Help: Removing connected user disclosure and stalking article content

I have submitted a case for arbitration consideration. I am a new user and I am struggling and wondered if someone could advise on a) exactly what I need to do to inform users named in this request b) whether I need to complete my statement now or wait and see if the case is accepted. To notify editors of the case request, you can add {{subst:Arbcom notice|Removing connected user disclosure and stalking article content}} (including the double curly brackets) to a new section on each user's talk page. You should complete your statement now; if the case is accepted, you will have further opportunities to provide information.
